It has never been directly stated that Konohamaru won't be in. Personally, I think he's got a good shot because there are so many leaf slots on the roster image we were shown. We only have so many relevant leaf shinobi.
konohamaru is almost the same as naruto maybe he is going yo be in storm 4 but not on this one they didnt even did the other pains idont think they doing him
